What is CRASH?
Crash Reporting and Analysis for Safer Highways system (CRASH) is a free, simple and secure web-based application TxDOT provides for electronic submission of an agency's crash reports. The CRASH application was created to make it faster and easier for an officer to enter crash report data.

How long does the implementation phase take?
TxDOT has estimated that implementations should take no more than 90 days and could take as little as 30 days.
What are my agency options to implement CRASH?

TxDOT offers two options for managing your officers from a user management standpoint:

  • On Premise identity provider (On Premise IdP) - this option is typically selected by agencies that already have an active directory and where the officers prefer to use their existing IDs and passwords with CRASH. This option requires installation and configuration of IdP software, with TxDOT's technical team's assistance. This option also requires the agency to provide a physical or virtual slice of a server with a small footprint.
  • Internal identity provider (Internal IdP) - this option is typically selected by agencies who are not interested in managing their officers' user management internally and do not have any server space available and usually do not have full-time IT support.
What are the application requirements for running CRASH?
  • Adobe Flash player version 11 or greater
  • Adobe Reader version 9.x or greater
  • Easy Street Draw (ESD) version 5.1.2162 - CRASH Users Only (Law Enforcement)
  • Internet Explorer 7 or greater is supported
  • Preferred screen resolution 1024 x 768
What software or hardware will I need in order to install and use the CRASH application?
Smaller (25-40 logins per minute) agencies minimum requirements are as follows:
  • Pentium III class processor in the 1GHz range
  • 512MB RAM
  • 150MB storage
  • Any Ethernet card

Larger agencies (150 simultaneous requests) minimum requirements are:

  • Xeon/Opteron class processor (mid-level spec)
  • 2GB RAM
  • Gigabit Ethernet card

To increase the availability, the production machines should have their hard drives mirrored (RAID 1). The use of multiple servers and load balancing hardware is also suggested.

Note: IdP server role is an application server. The types of data stored on the server are IdP installation and log files.

What infrastructure changes will my agency need to be prepared for?

An agency that wishes to use the On Premise IdP method to use the CRASH application must make the following infrastructure available:

  • Install and configure Shibboleth Identity Provider (IdP) to work with CRIS Service Providers (SPs), and
  • Provide the IdP to the CRIS technical team, so its IdP can be added to the CRIS Shibboleth Discovery Service.


  • If an agency wishes to use the Internal IdP method for the CRASH application, it is recommended, but not required, to have an Active Directory or User Repository with active email domains for registration purposes.
Is CRASH training available for my agency?

Yes, Configure and CRASH training are available as outlined below:

  • Configure training is scheduled for two hours - TxDOT will work with your Agency Authorization Manager (AAM) to assist in setting up your agency and assigning appropriate roles to users.
  • CRASH training is scheduled for four hours - TxDOT will provide training to your agency trainers or provide training to all officers who complete crash reports at your agency training facility and is certified by the Texas Commission on Law Enforcement (TCOLE).
