Benjamin Asher serves as officer of Innovative Financing/Debt Management.
He oversees the management of TxDOT's various debt programs, the State Infrastructure Bank, toll equity, pass-through financings and the financial aspects of TxDOT's Comprehensive Development Agreements (CDAs).
For the past 20 years, Asher worked for the Public Resources Advisory Group (PRAG), a financial advisory firm, most recently as a partner and senior managing director in New York. Before joining PRAG, he worked in investment banking. He has advised on a wide range of financing structures, including fixed and variable rate issues, taxable and tax-exempt financings, derivatives, private placements and notes.
Asher brings broad experience in general governmental financing, transportation, toll roads, tax increment financing, investments, debt affordability, capital planning and lease financing to his position with TxDOT.
Asher received his Bachelor of Arts in history from Columbia College and an MBA in finance from Columbia University Graduate School of Business.
He and his wife, Liza, have four sons.
