David M.Y. Millikan, P.E., serves as director of Local Government Projects.
Millikan is responsible for directing and overseeing the administration of state and federally funded projects and programs developed and delivered by local governments. His primary focus is on developing tools and training for local government projects and conducting compliance reviews.
Millikan has more than 35 years' experience in engineering business management, project management, design, contract negotiation and supervision, public agency coordination, and public involvement. His experience includes a wide variety of transportation projects involving highway, tollway, freight rail, transit, aviation, bikeway, pedestrian, and intermodal facilities.
Before joining TxDOT in March 2012, he served in leadership roles for three nationally recognized transportation engineering firms where he was involved in planning, environmental, and design contracts for TxDOT, metropolitan planning organizations and local governments.
A graduate of the University of Arizona with a bachelor's degree in civil engineering, Millikan earned his Texas professional engineer license in 1984. He is also a licensed professional engineer in California, New Mexico, Utah and Oklahoma. Throughout his career, Millikan has been a member of the American Society of Civil Engineers, National Society of Professional Engineers/Texas Society of Professional Engineers, and numerous local and regional groups and associations.
