The virtual meeting will consist of a pre-recorded video presentation and will include both audio and visual components. The presentation will be posted online by Monday, April 8, 2024 at 5:00 p.m. on this webpage.

Following the virtual public meeting, the presentation will remain available for viewing on this webpage until at least Wednesday, April 24, 2024, at 11:59pm.  If you do not have internet access, you may contact the City Engineer for the City of Laredo, at 956-791-7346 or by email, as shown in the notice, between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.  

In-person details

An in-person option will be available for individuals who would like to participate in person instead of online. In-person attendees will be able to view the same presentation delivered in the online public meeting which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and/or consultants, and leave written comments.

Purpose The City of Laredo, in cooperation with TxDOT and the Federal Highway Administration (FHWA), proposes to widen the existing bridge and construct an additional eight-lane bridge for northbound traffic adjacent and parallel to the existing eight-lane World Trade Bridge. The project would extend for approximately 1,479 feet from the International Boundary with Mexico (Rio Grande) and the World Trade Bridge Port of Entry (POE). This notice advises the public that the City of Laredo in cooperation with TxDOT and FHWA will be conducting an online virtual public meeting with an in-person option. 
Description

The proposed project would widen the upriver side of the existing Bridge and construct a new approximately 1,479-foot-long span adjacent downriver. The new Bridge would be located on 6.07 acres of right-of-way (ROW) to be acquired by the City. Temporary construction easements would be utilized consisting of 0.31 acres on the north side of the existing Bridge and 3.1 acres on the south side of the proposed new Bridge. The widening of the existing Bridge would add two southbound lanes within existing City-owned ROW, bringing the total number of lanes on the Bridge to 10. Two lanes on the existing Bridge would be dedicated for northbound FAST trucks. The new span would have eight northbound lanes and a safety walkway and would feature additional lighting, electronic signage, and a hazmat collection system. The proposed project would involve an action in a floodplain.

Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time.  Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the TxDOT district office at the address listed below.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the City of Laredo, 1110 Houston Street, Laredo, TX 78040. Project materials are also available online on this webpage. These materials will also be available in hard copy form for review at the in-person option.
