The Office of General Counsel provides legal advice to the Texas Transportation Commission and TxDOT administration, districts, divisions and offices. The office also drafts legislation and administrative rules, testifies before legislative committees, and serves as legal counsel at commission meetings.

The office also acts as the agent for the Texas Transportation Commission and TxDOT for all lawsuits against the department and as the designated agent for service of process on non-resident motorists involved in motor vehicle accidents on public roads.
