The Safe, Accountable, Flexible, Efficient Transportation Equity Act - A Legacy for Users (SAFETEA-LU) contains several requirements related to metropolitan and statewide planning. This document incorporates metropolitan and rural area Transportation Improvement Programs (TIPs) into a 2008-2011 Statewide Transportation Improvement Program (STIP) as required under Title 23, US Code, Section 135 (f) (1), Statewide Planning.

Transit Administrative Amendments
Federal planning regulations (23 CFR Part 450) allow states and metropolitan planning organizations (MPOs) to make minor adjustments to TIPs and STIPs without a formal public involvement process at either the local or state level.
For transit, these amendments may be accomplished via correspondence with TxDOT.
