Notice Affording Opportunity for Public Hearing - I-10 Jefferson County

Purpose:

TxDOT is proposing improvements to I-10, from Hamshire Road to FM 365 in Jefferson County.

Description:

The purpose of the project is to improve safety and increase mobility by widening and reconstructing I-10 to add one lane in each direction, from Hamshire Road to FM 365 to provide a six-lane highway with a concrete median barrier. Each lane will be 12 feet wide, with 10-foot shoulders on each side. The interchanges at Hamshire Road and FM 365 would be reconstructed. Other project components include replacing and widening bridge structures at Taylor Bayou and other water crossings within the project limits.

All work will occur within the existing right of way (ROW). No additional ROW or permanent/temporary easement is required; therefore, no displacements or relocations of residences and businesses are necessary.

The project limits are within a Federal Emergency Management Agency (FEMA) designated 100-year floodplain. The hydraulic design for this project would be in accordance with current Federal Highway Administration (FHWA) and TxDOT design policies. The facility would permit the conveyance of the 100-year flood, inundation of the roadway being acceptable, without causing significant damage to the facility, stream, or other property. The proposed project would not increase the base flood elevation to a level that would violate applicable floodplain regulations and ordinances.

The activities associated with the culvert replacements will impact waters of the U.S. located in the existing right of way; therefore, the U.S. Army Corps of Engineers Nationwide Permit #3 under Section 404 of the Clean Water Act is required.

Any interested party may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Friday, July 21, 2017, to:

The environmental study is ongoing. Maps showing the project location and design, environmental information, tentative construction schedule, and other information regarding the project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Beaumont District Office.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
