Purpose:

TxDOT is advising the public of the availability of the Finding of No Significant Impact (FONSI) and an Environmental Assessment (EA) for the Park Road (PR) 22 project from Whitecap Boulevard to SH 361 (Commodores Drive) located on Padre Island in Corpus Christi, Nueces County, Texas.

Description:

The proposed PR 22 project would construct two bridges (northbound and southbound) within the existing right of way of the TxDOT-owned PR 22 facility over a United States Army Corps of Engineers-permitted third-party canal.  Each bridge would consist of three precast concrete arch spans. The center span would be 48 feet wide and cross the canal. The other two spans, 36 feet wide, would be on either side of the 48-foot span and provide a boardwalk for pedestrians to cross under the roadway. The vertical profile of PR 22 would be raised approximately 12 feet to allow for boats and pedestrian traffic. Each of the proposed bridges would maintain the existing two 12-foot lanes with 10-foot inside and outside shoulders and one foot railings for an overall bridge width of 46 feet. The 34-foot depressed median would be maintained. The total length of the proposed bridge would be approximately 128 feet. Additional roadway improvements include the addition of dedicated turn lanes at the proposed Azores Drift Drive (planned for the future development — located approximately halfway between Compass Street and the proposed third-party canal) and Nemo Court, near the south end of the project. No new right of way, permanent easements or temporary easements would be required for the PR 22 project.

To avoid noise impacts that may result from future development adjacent to a proposed highway project, a traffic noise analysis is included in the final EA, which includes predicted noise impact contours for currently undeveloped areas. These impact contours are intended as a general guide to assist local planning officials and developers plan and construct new activities in locations that would not result in traffic noise impacts. On the date of approval/clearance of an EA/FONSI (including the traffic noise analysis) for a proposed highway project, TxDOT is no longer responsible for providing noise abatement for new development.

Copies of the approved final combined EA and FONSI, certification of public involvement and supporting documentation are available for public inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the City of Corpus Christi’s Engineering Services located at:
