Notice of Availability - Holly Road Finding of No Significant Impact

Purpose:

TxDOT is advising the public of the availability of the Finding of No Significant Impact (FONSI) and an Environmental Assessment (EA) for the Holly Road Improvements project from SH 286 (Crosstown Expressway) to Greenwood Drive in Nueces County.

Description:

The proposed Holly Road improvements project would convert the existing two‐lane Holly Road from SH 286 to Greenwood Drive to a four-lane curb-and-gutter section roadway with a raised median, sidewalks and bicycle lanes. Proposed travel lanes would be 11 feet wide with a proposed 14‐foot raised landscaped median. Five-foot-wide continuous ADA‐accessible sidewalks and bicycle lanes and would be provided on each side of Holly Road. The usual 80‐foot right of way (ROW) would be widened on the north side of Holly Road to a usual 90‐foot ROW. Approximately 0.81 acre of additional ROW from eight parcels would be required and approximately 1.2 acres of permanent utility easements from five parcels would be required. Temporary construction easements would also be required along the north side of the roadway and would expire upon construction completion.

To avoid noise impacts that may result from future development adjacent to a proposed highway project, a traffic noise analysis is included in the final EA, which includes predicted noise impact contours for currently undeveloped areas. These impact contours are intended as a general guide to assist local planning officials and developers plan and construct new activities in locations that would not result in traffic noise impacts. On the date of approval/clearance of an EA/FONSI (including the traffic noise analysis) for a proposed highway project, TxDOT is no longer responsible for providing noise abatement for new development.

Copies of the approved, final combined EA and FONSI, certification of public involvement and supporting documentation are available for public inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the City of Corpus Christi’s Engineering Services located at:
