The Office of Civil Rights is responsible for affirmative action, employee Title VII (Civil Rights Act of 1964) discrimination investigations and Title VI/Equal Employment Opportunity contract compliance.

The office oversees the Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) certification programs and DBE compliance elements of Business Outreach and Program Services.
