The Operational Excellence Office (OPE) assists the TxDOT administration in the selection of department improvement projects. It directs, develops and evaluates projects to increase agency efficiencies and maximize use of resources.

OPE facilitates TxDOT's strategic planning process and develops and distributes the department's strategic plan. The office also directs the development and reporting of TxDOT performance measures and results. OPE analyzes processes and policies, then recommends improvements.
