Small Business Enterprise Program

The Small Business Enterprise (SBE) Program offers small businesses another avenue of maximizing their opportunities of doing business with TxDOT. The program applies only to highway construction and maintenance projects that are funded entirely by state and/or local funds. The SBE Program is a TxDOT program authorized by Texas Administrative Code (TAC) 43 §9.300.

Certified DBE firms are recognized as SBEs without having to submit an SBE application and are listed in the TUCP DBE Directory. To request SBE certification, please email Civil Rights.


Businesses interested in pursuing an SBE certification must meet the U.S. Small Business Administration (SBA) size standards and submit a completed application by applying online at Diversity Management System (DMS).

Renewal Application

SBE certification is valid for three years from the date of initial certification. TxDOT will notify you of upcoming updates and it is the firm's responsibility to ensure that the information in the TUCP directory is correct. Submit the SBE renewal application online through the Diversity Management System.
