Alternative Delivery projects

Overview

TxDOT has two different delivery methods available for the procurement of alternative delivery projects.

These contracting methods are awarded based on a best-value approach (price, qualifications of firm and project approach) and combine various components of a project’s implementation into one contract. Design-Build (DB) Contracts and Comprehensive Development Agreements (CDAs) allow for the expedited project delivery through the concurrent design and construction of a project.

Contract types

Design-Build Contracts

DB contracts allow for design, construction, utility relocation, and maintenance to occur simultanteously under a single contract. The contract does not include financial participation from the private sector, a long-term lease, or operation of the facility.

Comprehensive Development Agreements

CDAs allow for design, construction, utility relocation and maintenance to occur simultaneously under a single contract and may include financial participation from the private sector and a long-term lease or operation of the facility. CDAs can be concessions or DBs. TxDOT has five such projects in operation or under construction but the broad authority to enter into additional CDAs expired in 2017.

Projects

TxDOT's traditional method of building transportation projects is known as design-bid-build. The project is designed and then put up for bid by contractors. For design-build projects, the firm that provides the best-value bid (based on evaluation of cost, qualification of firms and project approach) is selected to design and construct the project.

Future projects

TxDOT continues to analyze projects to determine which would be most suitable for the design-build delivery method. A quarterly report illustrates TxDOT’s planned procurements for the next five to ten years.

The Alternative Delivery Division provides support activities for the program and performs procurement of alternative delivery projects.

Pre-procurement projects

Prior to beginning a procurement project, the Alternative Delivery Division collaborates with districts to advance project development activities and information to enhance the procurement process.

The process allows TxDOT to gain a better understanding of project development, including funding, cost, environmental factors, schematic design as well as ROW and railroad coordination.
