James W. Koch, P.E., serves as director of Transportation Planning and Programming.
In this role, Koch oversees Systems Planning, Data Management and Traffic Analysis for the department. He is responsible for the development of the statewide Long Range Plan, the statewide Freight Mobility Plan and the Unified Transportation Program. Prior to this role, he served as the director of Transportation Planning and Development for the Houston District of TxDOT for four years where he oversaw the largest district planning and design program in Texas. He supervised four major sections: Programs, Project Development, Advanced Transportation Planning and Design.
Koch began his career in 1987 as the assistant district design engineer in the Brownwood District. In 1992, he transferred to the Houston District Plan Review section and served as the assistant district plan review engineer. In 1993, he became the assistant to the director of District Design and in 1998, became the director of Design and served in that position until he became the director of Transportation Planning and Development.
Koch received his degree in Civil Engineering from the University of Texas at Austin in 1982.
