Texas “Top 100” Congested Road Segments
In response to urban roadway congestion, the Texas Legislature in 2009 mandated that the Texas Department of Transportation (TxDOT) annually produce a ranked list of the most congested road segments in the state. Since then, the goal of the Top 100 Congested Road Segments analysis has been to utilize traffic volume and speed data to measure traffic congestion and the frustration that travelers and shippers experience.
Person-hours of delay per mile and truck delay per mile are used as the primary performance measures for the rankings.
The Top 100 is a key component of TxDOT’s statewide project selection and scoring analysis, helping to determine a roadway’s need concerning congestion. The Texas Clear Lanes Initiative focuses on identifying, funding, and building projects that address the Top 100 in five major metro areas:
- Austin
- Dallas
- Fort Worth
- Houston
- San Antonio
